The free delivery is an enticing offer. It is an opportunity to save money, and have dinner without all the fuss. Additionally an offer like that gets the people ordering food! Therefore, the merchant has an interest in the free delivery as well.
With this in mind, merchants with in-house delivery crews, are able to one up that offer. The merchant can comp some, or all, of the payment for the meal. This is a real, free delivery. Many times when the merchant does this as a token of some good gesture, there are unspoken formalities.

It is hoped there will be a positive gratuity for the courier. It would be for the timely expenditure of resources, to make the free delivery happen. In a timely manner. However, it is optional.
